Operation does not become governance by proximity.

WCAAN is the authority behind the root zone's delegations. We may admit or remove a delegation, approve or refuse a change to its root data, set the conditions under which it remains represented, and determine what must enter the public record.

Approval requires more than technically valid DNS data. An applicant must establish its authority to ask, the exact state it wants published, and an applicable fallback or restoration point. A request may be internally coherent and still violate our principles or the rights of another party. Technical validation cannot establish legitimacy.

The reverse is equally true. A legitimate request does not make malformed or unsafe data publishable. Where an approved state cannot be applied safely, the existing valid state remains in force while the discrepancy is resolved.

CETNIC is a member NIC partner. It operates .cet and .cet.is, although .cet.is is loaned by Tan's Network. CETNIC remains exclusively responsible for policy within those delegated namespaces.

A request affecting either delegation must originate from an authorized CETNIC representative. It is prudent that both the intended state and a safe rollback state be authorized. Membership enables participation and gives CETNIC authority within its namespace. It also requires duties of care toward every resolver and partner sharing the root. It does not permit one member to treat the shared infrastructure as an extension of its private registry.

Tan's Network is WCAAN's contractual technical partner. It receives an exact authorized state, verifies that the expected prior state is still present, builds and signs the resulting zone, publishes it, and reports whether the instruction was applied, refused, or rolled back.

Tan's Network may refuse an instruction that cannot be applied safely. Such a refusal does not overturn WCAAN's decision. It means the approved state has not yet become technically feasible. On continuing intransigence, the contract itself may be called into question. Until then, neither party may manufacture agreement by reporting only success and withholding uncertainty or failure.

This relationship depends on information moving in both directions. WCAAN must communicate the exact state it authorized. The operator must report what it actually published. If the public record and the operative root disagree, the discrepancy must be reported.

WCAAN is a chartered initiative of Willing International. We are not a secret society in our relations with outside entities. Our internal governance is nevertheless private and membership-based.

The public register records decisions that affect external partners. It publishes the matters of fact, the decision, the reasoning that supports it, and the implementation result. It does not publish internal deliberations merely because they preceded the decision. A partner is entitled to the information needed to understand our intentions and exercise its own rights, not to the private discussion through which those intentions were formed.

This website is not itself the source of WCAAN's authority. It is the place where partners and other stakeholders may find the information needed to act in relation to it. The public record must therefore make no claim without empirical or evidential grounding.
